Sheets gumming up in the drill. Operator's pulling pages apart by hand because the wax film wore off. Happens every few hundred holes if you skip it.
This is the Uchida wax stick, made for that specific drill range. You rub it on, the sheets release clean, and your operator gets back to work instead of picking fibres off the punch head.
